The games you play will depend on your opponent team. If you play against n00b Alliance, then your second game will be COD4, and you won't have to play DOTA. Likewise, if your opponent is Team Toxic, then your second game will be DOTA and you won't be playing COD4 - assuming you are a CS team :)
