Click on GGTV ( On top ) > Once it loads click on Garena-Game  > Once the game list loads , double click our game > Then wc3 will open > then you can join the game as a observer ^ While listening to the shout cast and watching it

So it'll run in sync with the shoutcast? IIRC, the shoutcast is delayed by 30 seconds or something, right?
