What server should I play on

Hi I'm new to LoL and want to pick a server to play on. kind of want to play on the JP server because it seems to have the lowest ping now but there is also 'Garena' servers run by a third party. I want to join one with more people from Lanka on it. I would appreciate it if people could help me make a decision. I'm not interested in going pro btw.
