Paypal for receiving money

I saw many threads asking this question but I couldn't find a convincing answer.
So,
I want to know how to receive money to paypal (I already have an account with a Commercial Debit Card, which won't allow me to receive any money other than refunds).
Can someone explain to me the safest and easiest method to this? Should I close my existing account and create a new Paypal account or is there any other method.

For me, I have a Sri Lankan account, as well as a Malaysian account. But I only have one debit card. So when ever I need something to be done using a particular account, I just remove my debit card from the other account and add the card to this account, and vice versa. But it will cost you a few rupees when you adding the card, I guess. Not sure about withdrawing the money you receive on the foreign account to your bank account though. But you can try payoneer.com to withdraw money.

it doesn't cost money to add a card, paypal does a test transaction to test the validity of the card which may trigger an alert.

I think you might be able to have the same card simultaneously on both accounts at once as well. This could be done a few years back not sure about the situation now.

You cant deposit money from paypal to a local bank account directly. payoneer is the way to go.

Since payoneer takes a cut, a better option might be to sell USD at better rate than what the banks are offering, there are buyers here who might be interested.

Yeah. And you can remove the card from the Malaysian acc and add it back to your SL account anytime you want. But you cannot withdraw to your bank.

Since payoneer takes a cut, a better option might be to sell USD at better rate than what the banks are offering, there are buyers here who might be interested.
How do you sell the USD though?

Transferring it to a another users paypal account and receiving rupees in your local bank account :)

you can. not by a sri lankan account but american, malaysian etc. but since your sri lankan debit card/bank is linked it'll get flagged and you'll need to show some proof for your foreign account.

I'm surprised how you aren't detected yet using 2 different accounts of 2 countries if from a same computer as well

So this is what I'm going to do to get a working paypal. I asked a relative of mine to create a savings account in France. I will create paypal for that account using his details. I will also create a new gmail and youtube channel (To monetize and use AdSense) using his personal details.  Whenever I get cash into that account in France, he will withdraw the cash and transfer it into my local account. I do not think there is any other solution. I am thinking of creating a petition to request these features for us in Sri Lanka. PM me if interested and I will let you know how this works out :) Cheers

there are already plenty of petitions out there, the problem is not with paypal its with the legal system of sri lanka

I would *not* recommend you to do this since PayPal is not officially supported in Sri Lanka. You could get your accounts locked or something and all I can think of is it will cause more trouble for you and your savings. I don't use PayPal but you could just google these stuff and see for yourself, specially considering that you are playing with your own money, their systems are unpredictable and it might catch your account for country faking.

Definitely not, you can get your account locked and if you do get it locked that's a waste of all the money. If Paypal is an absolute must what you can do is make a US account.

If your monthly transactions are less than 500$, you don't need to do much. Just apply for Payoneer (Online US Bank and Card which you can use for Paypal, it works again now) In that case you can transfer the money in your paypal to the Payoneer bank and then from that to your local bank. Also when you transfer the money from Paypal to the Payoneer Bank, you can use your Payoneer card to make transactions.

Although if your transactions are more than 500$, it will be monitored by Paypal and then you would need to verify your account randomly. For this you need to get a full verified Paypal account which could you around 100$, since you will get all ID documentation, Utiliy Bills and all the stuff that is needed to provide to paypal to verify you account.
