The problem seems to be the QoS Packet Scheduler.Since we using adsl like 56k (dialing to get connected) in sl maybe the fix below will help. I had this problem back in us when i played cs first time on 56k this was the fix for me and every other users.

Before doing this Disconnect ur connection for 5 min

Go to Network Connection in windows
Then u will see your connection.inmy case its H9601 PPP Connection.
right click then Properties and chose Networking Tab.
you will see under "this connection uses the following items"
QoS packet Scheduler with a check on it. select and  Unistall.
finally reconnect and give a try with cs.

I have a non-dial up 64KB/s (512kbps) connection which most of the users here have. Will this work with that?

dude i have a 2mbps line . much better than 56kbps. still am getting that flush. I'll try doing ur way.
