Probably means I'm stuck on the shitty garena server filled with toxic players in every single game...

Dont give up.. i had this problem for almost 5years... And I Still Did not give up

did you try asking LoL Support?
did you try Wtfast? maybe Packet Loss
is your Spliter and network cable pluged in correct

switched from OCE to EUW, PING changed from 360+ to 180 average
Is there a program or setting to play with lower ping?
Started LoL 2 days ago
