Steam and Amazon accept debit cards. Depending on what bank you use you'd either have to activate it for online payments (like HNB) or it may be already activated (like Commercial Bank).

When you try to link your debit card to Paypal they'll debit a small amount (~$1 if I remember correct) which will be credited back to you once the card is confirmed. To confirm the card you need to put in the code that'll be there in your bank statement. Sometimes that code will not be printed in your pass book of the bank. If that's the case say that you need to link the account to Paypal and the bank would give you the code.
