Communal Assistance / external hard disk detection problem

i use an imation external hard disk 250GB. when i turned the pc on after a powercut, windows did not detect the hard disk. but however the LED on the hard disk glows and a small clicking noise comes out of the hard disk. but windows does not detect it  .
It doesnt even show up in the disk management section  help pls

Hardware / Peripherals / nvidia control panel problem

i own a nvidia geforce 8400gs, today i updated its drivers and the driver version is "nvidia 191.07". when i updated my nvidia control panel did not open and it gave the error " nvidia display panel extension cannot be created ; reason : version mismatch". I searched the nvidia site to download the proper control panel , but i was unable to find it. what should i do? Is there another way to get the control panel back??
