ok after thinking about it.. i made my mind about geting this setup 

Processor      -  Intel Core i5 2400(Used 2 Years
Motherboard  - Intel DH67CL(Used 2 Years
GPU              - Sapphire R9 270
Ram             - Kingston 4GB(Used 2 years
PSU              - FSP Hexa+ 550W <---- dont know the price for this
Case             - Antec GX500 ( includes 3 fans)
Fans             - 2x Antec True Quiet 120mm
Unless you are facing overheating issues with that case and the three fans it comes along with, do not buy extra fans.
As I know, those three fans comes along with that casing are 120mm fans and they should do a fine job in cooling your pc down with that above mentioned setup.So I think there is not point of buying extra fans than you need in a tight budget like this, unless you are experiencing overheating issues.

If you are going with this  setup add few $ and get a fine 500-550W PSU to suit future up grades. (since this setup has a i5 and fine case with ample airflow , I think this setup might be a better spec to start and upgrade as a mid range gaming pc)

If you are talking about a flash drive-

That 512GB Pen Drive seems to be a fake Flash drive.
You will never find a pen drive with such enormous storage capacity for just 3-4k , even it is a used one.

i3 4150
MSI H81
Corsair 4GB RAM
Sapphire Radeon R7 260X
500GB HDD
Coolermaster Elite 371 + PSU

Rs 63,000/=
Fine build for the price

If you do not hesitate to buy used items, get an used i5 with this setup. (I assume other also have pointed that too)
In my opinion, VGAs and MBs tend to fail easily than others (depend on your luck), So think twice if you are going with used on those.

I was bit worried but then Zero said it's ok. Problem is i can't get back to normal stock speed. Resetting bios doesn't seem to be working. Anyone knows a way to reset the clock speed back to normal?
Normally loading "optimized defaults" in the bios menu or resetting the bios manually through the MB jumper adjustment should work.
(Normally what I do)

Isn't those temps little bit high for that hyper 212evo cooler?

Because,
I also OCed my i7 3770 (non k) up to 4.2Ghz using extra 4bins available in my cpu with the same Asus P8z77 V lx MB but with normal offset volages and stock cpu cooler (with only one oem casing with one 120mm 110cfm fan).
But I also got almost same temps with prime95 , (around 85'c)
And as I have heard 3rd gen cpus heats more than 2nd gen cpus.

Did you configured the router with by setting up the ADSL settings and your user name and password given by the SLT?

To do that, you have to access the router page by typing the ip address "192.168.1.1" on the browser ,
Then it will ask for an user name and for a password, normally for most routers, default user name and password is "admin" (same thing for both username and password)

Then you have to config the DSL settings are (as I remember)-
For SLT settings are -
DSL link Type- PPPOE
VPI- 8
VCI-35

Then give DSL (ISP) user name and password given by the SLT.
Save and exit.
Now router might restart it self or you have to restart it manually or some routers do not need a restart (they just apply setting at the same time you save them).

Now you should see the internet led on the router blinks or stay bright, that means router is connected to the internet.
So you should able to access the net through your pc buy connecting your pc to the router by using any method . (either wifi or ethernet cable)

If you have connected any separately powered device through a usb port to the PC. (printers, scanners like devices whose runs with a separate main power input)
Disconnect them all, restart the PC and try a Pendrive , portable HDD, or such device, power only though the USB port it self.

If above usb power device work fine with the USB port, then the problem is one of the separated power device, (which might leak some of high voltage to the USB port of the PC through the cable)

If usb powered device also not work, then the problem should be with the MB.

Asus P8z77 Vlx is not a Good Mb for OCing.
A little OC may be OK, but don't do aggressive OCs. It might shorten the life span of the MB.
This MB only has 4cpu power phases while good MBs designed for OCing usually have 8power phases. (in same z77 package)
And that 4power phase Vram also not made with very high quality components as ROG or Sabertooth MBs use.
So this MB might not able to withstand much longer with the higher current taken and the temperature it gets when the CPU is OCed to it's limits.

You might find them.
As I remember, fist posts are good ones, but post came at last were very bad.

Personally I know nothing about that place,

Any way , better to find the truth about that place before you give your console for any repairing purposes.

Probably because you are using a crappy monitor.

My monitor is Viewsonic VX2453mh, Is this a bad monitor?
(I know this is bit old model and not good as IPS pannels because this is a TN after all)

If you are in a tight budget , going for a used CPU might save some cash to invest on other stuff (Like VGA).
