Go for a 1660 Super! It made the 1660 Ti obsolete and better than the 1070 at 1080p and 1440p, check out some reviews from trusted sites. Only a couple of frames less in few border cases at 4K but those are games which are unplayable on both cards (less than 30 fps) at that point anyway. Even though it's got 2GB less VRAM, you won't really run into issues unless you play at 4K/2K ultrawide and 1660S got 30% more memory bandwidth and better memory compression which makes it pull ahead.
Since you've a 1680 x 1050 @ 60 monitor, you won't really be loading the card even :)

New MSI cards are there for 55K brand new sealed from multiple retailers in Colombo with a 3 year warranty.
Unless you can find a 1070 below 40K, it's not worth it.
