caps started as way to manage congestion but now its mostly about profit. if it was really about congestion bandwidth caps can be applied at only peak times and off peak can be kept unlimited. here is a nice writeup on the matter

Has anyone bought game keys from ebay? Are they legit?

so i went through ebay and i found people selling game keys of some good titles which are available on steam and origin for around twice the price.games like need for speed (2015) and COD black ops 2 for example. i would like to buy one as some of the sellers also have good reviews but i want to confirm if this is not a scam. and if im buying keys is there anything to consider like regions. i have also seen some sellers state like 'EU' in the title. does this mean i will be only able to connect to EU servers? pls help me on this. thanks

EU keys don't work in sri lanka, buy "global" or "asia" keys (uplay asian keys don't work), try sites like cdkeys.com or g2a

Yeah, cdkeys is a really good site, just make sure region is global, if you are buying from g2a make sure to select a seller that has positive reviews 😉

If anything goes wrong you can ask for a paypal refund.

If anything goes wrong you can ask for a paypal refund.

somewhere in another website i saw a guy stating that paypal refunds will not be given to these type of digital keys. he also stated that its not legal to buy or sell such keys as it violates the conditions of ebay and so ebay's buyer protection will not help to recover the money if u get scammed. not sure the accuracy of this statement however
